Cloudflare not filtering traffic, Proxy is enabled

Traffic is not being filtered by Cloudflare even though the Proxy is enabled

What steps have you taken to resolve the issue?

Tried to turn Proxy on and off. Zero traffic is going through Cloudflare Proxy but DNS is working as expected. This is a new account, so it may be a setting I am not familiar with, as I have managed dozens of other Cloudflare accounts without issue in the past.

Your host is WPEngine, who use Cloudflare.

If your DNS records are A/AAAA and proxied, requests will be going directly through their Cloudflare account and not yours.

Instead, replace the A/AAAA records with a proxied CNAME as given here and then you should see the requests pass through your account first.
