I use Cloudfare DNS for my public api. I want to allow only Cloudflare to access my server. Is there any way to choose a static ip address in Cloudflare to allow access to my server. Also if I allow all of the ip addresses in the list https://www.cloudflare.com/ips/ , can I sure that the list will never change?
Absolutely not. Cloudflare notifies customers when the list changes (which is infrequent).
A static public facing IP address is possible on an Enterprise plan as a premium add-on, but the connecting IP address from Cloudflare will vary as the traffic is being proxied through tends of thousands of machines in hundreds of datacenters to your origin.
