1. What ISP / provider, preferably their AS number?
   The AS number can be found here:

Visitors to my site cannot get to it in Kazakhstan if the cloud gives them such IPs

and this happens with almost every one of my domains that are proxied using the cloud

Contact the ISP’s that are blocking the mentioned IP addresses and have them rectify their blocks.

Such blocking by IP address will unfortunately give (sometimes severe) consequences with most CDN / hosting providers out there, as they will end up on blocking a lot of innocent websites as well.

No, it is not possible to change IP address(es) at will.

Allowing IP changes (e.g. playing whack-a-mole) like that would simply be moving the problem from one IP address today, to another IP address tomorrow.

As it is not a problem that Cloudflare puts on you, but something that the “providers in Russia” is doing, according to your explanation, you should complain to those specific providers where the problem is, and have them rectify the issue.

Same applies to Kazakhstan, and the ISP(s) there.

Kazakhstan, the region is always different,

You can access the IP addresses mentioned from both JSC Kazakhtelecom and JSC Transtelecom.

So it isn’t a problem with the specific country, but with the ISP being used.
