The public IP address for my site is listed on an abuse website here: https://www.abuseipdb.com/check/172.64.80.1. Is it possible to have a different public IP address assigned to my domain?

You are not assigned any Cloudflare IP address, making it impossible to assign you a different one.
The page at AbuseIPDB entry that you shared clearly states that there is a 0% confidence of abuse. That language is even visible in the partial screenshot that you posted here. On a part of that page which is not visible here, they continue to explain that the address is on their list of trusted systems.
Since your site will not be initiating connections from the Cloudflare Proxy IP, it wouldn’t matter if the IP was listed, since you can not use it in a manner that would be affected by such a listing.
What problems are you experiencing that you think are a result of your hostname resolving this IP address?
The issue for me is a client whose security team blocked this particular IP address because of what they say is malicious traffic, and so my clients are unable to make use of the tools that I host on this site. I’ve pointed out to their security team all of the same things that you point out in your reply. I’m hoping that they will agree and remove the block based on that.

Most of the entries I saw on Abuse IPDB support the download source risk profile that you describe. Due to the 100% chance of false positives that accompanies blocking Cloudflare proxy IPs, a DNS based blocking solution would retain the positive effects without the undesirable collateral damage.
