Website owners can literally do what they want to do with their websites, that’s beyond the control of Cloudflare, even when the website owner choose to use Cloudflare.
Contact the website owner, and at the bare minimum, include the Ray ID you see on the error page, and they will be able to dig deeper in to the situation with you.

Can you please post a screenshot of that? The error message should instruct blocked users to contact the website owner for assistance.

As th4e screenshot indicates you’ll need to contact the website owner. Cloudflare provides tools for website operators for performance and security. The configuration and management of those tools is done by the website operator. Cloudflare cannot and does not make changes to customer’s settings.
