Hi. I’m investigating Cloudflare dns for my application.
I see that business plan is 100% uptime guarantee.
What about free plan? Are there any problems with access to sites because of Cloudflare downtime?
It is not an uptime guarantee but an SLA which triggers in the case of downtime.
Service Level Agreement
In the rare event of downtime, customers receive a service credit against the monthly fee, in proportion to the respective disruption and affected customer ratio.
The free plan is not covered by any such agreement. So if there is downtime, there is downtime and thats it.
That being said, generally there are no problems “with access to sites because of Cloudflare downtime” and with Cloudflare’s system being a distributed system it would require a worldwide outage for a site to be completely down. So downtime issues are way more likely because of the origin.

May not come with a guarantee but I’ve had 100% for about 5 years on a few of my free plans 
To be fair, it is difficult to check every single PoP all the time
