I’ve done some research and it seems the fastest TTL for a DNS Record change is 300 seconds. Can anyone confirm that this is the fastest?

For a proxied record yes, but that is the client TTL, a change to the origin will replicate globally in sun 30 seconds globally. For unproxied records I believe the IX limits to 30 seconds…
