Hello. I’m probably in the vast minority here but I love using cloudflare DNS and usually have my DNS set to 1.1.1.1 and 1.0.0.1. However, I’m also in the military and I will occasionally get the “Server Not Found” error for certain military sites. One example is https://my.ippsa.army.mil/
. FWIW google can’t resolve this either but openDNS can
I’m not using either 1.1.1.1
or 8.8.8.8
and have issues resolving my.ippsa.army.mil
. When it did finally load (which was from click a link on ipps-a.army.mil
) I received an certificate warning.

You probably got a certificate warning because you don’t have the DOD root certificates installed. They usually don’t come default with most browsers
Probably.
Never needed a DoD root.
