Cloudflare considers net.by and at.by domains as second level. This is not so, I registered the hdrezka.net.by domain And I plan to register hdrezka.at.by domain but I can’t add it, writes: Please ensure you are providing the root domain and not any subdomains (e.g., example.com, not subdomain.example.com)
They are not on the Public Suffix List, and that is what Cloudflare uses.

You can’t and it’s not Cloudflare’s list. You would need to ask the Registry for these domains to do it.
