can cloudflare stop botnets without “under attack mode” ?

What are the steps to reproduce the issue?

see traffic in 30 days vs 24h after enabling the “under attack mode”
I checked traffic logs, the bots shaked off are most likely content scrapping bots, using residential botnets, unblockable by ways of IP filtering
can cloudflare stop these bots without the “under attack mode” which also affect legit traffic ?

Try setting the security level for your domain to a high level instead of Under Attack Mode…

If you have a free plan, try enabling Bot Fight Mode. Better is Super Bot Fight Mode on paid plans where there is more configuration and it can be bypassed with custom WAF rules to allow any legitimate traffic that is blocked.

security level is already set on high when “under attack mode” is not used
Bot Fight Mode is turned on too

It looks like the bots are gone after turning on the “content scrapping bots” protection which is a new feature that I had not seen before.
