Cloudflare access IP address rules are not being applied

I have access set up for a domain to block everyone except certain users from accessing the website behind it. I am attempting to allow an IP address and, after allowing both IPv4 and IPv6 addresses, Cloudflare seemed to have “ignored” the rules and prompted the user to log in anyway.

Without knowing what rules you actually have configured, it seems less likely that the rules were ignored than the policies were enforced as configured.

If all you are doing is blocking connections not from a specific set of IP addresses just use a firewall rule.

I am trying to allow ip addresses on Cloudflare access, not deny. There is one rule that allows certain users and another that allows the IPv4 and IPv6 addresses.

Sounds like you want a bypass policy. Check the link I provided earlier for specifics.
