Client already has cname registered to cloudflare

We’ve been mandated from our client to setup a cloudflare business account using the cname partial setup. Previously our client had already setup a cname business using cname with their hosting provider who have not been responsive in their communications. Will we be able to create a new account in our cloudflare account for them and get them back in control?

Would step 1 be for me to go ahead and set up the website in my account? Then contact customer support for them to do the switch?
