Chrome reports ERR_CONNECTION_TIMED_OUT when opening from Barcelona IP (ISP: TELEFONICA DE ESPANIA)

The Cloudflare status page reports all services as operational, but some users opening our site from Barcelona, ISP “TELEFONICA DE ESPANIA” see the error ERR_CONNECTION_TIMED_OUT.
The issue doe not seem to be related to our servers because we do not see any Cloudflare courtesy page. Intead the user sees the chrome default error page.
Users from Madrid do not appear to have issues and can properly see our websites.

The Cloudflare IP we see by pinging the domain is 188.114.96.5

Another website that resolves to the IP 104.21.33.16 is accessible instead.

Do you have any suggestion? Should we contact the aforementioned ISP?

Your best bet is to contact the ISP.

I can recreate the issue and confirm that something is wrong with telefonica currently. Not much we can do besides reaching out to the ISP.

It looked like it was fixed yesterday night but it’s down again.
