Can subdomains only be setup as child accounts under the enterprise plan?

You can also use a CNAME Setup on a Business or Enterprise plan.

So you have example.com in your Cloudflare account, and you want to delegate a subdomain like www.example.com to another Cloudflare account? You are out of luck. You can delegate a subdomain externally, but not within Cloudflare without ENT.
