137.184.0.0/16 (137.184.0.0 - 137.184.255.255) is currently held by the cloud hosting provider DigitalOcean.
Connecting through various hosting providers (and not directly through the IP address provided by your ISP) is likely to cause you problems from time to time, similar to how many website owners are (often purposefully) attempting to block e.g. VPN addresses from accessing their websites.
Many websites will likely frown upon you for things like that, and such things are decisions made by the website owner, and therefore nothing Cloudflare can assist you with.

I was trying to land the CHATGPT page, however, Cloudflare kept stopping me, Error Note as below:

1020 is the Error Code for Access denied. That could be a lot of stuff. From Reputation to a Firewall Rule OpenAI placed. The Community Forum or Cloudflare Support is not able tho help you in this Case. Only OpenAI can Look into which rule blocked you and grant you access
