I switched around 10 websites to Cloudflare. However, one of the websites has an issue — when proxying is enabled, it is not accessible from many regions of Russia. It seems that the 188.114.96.1 IP address assigned by Cloudflare for the A record is blocked by some internet providers in Russia. None of my other domains have this issue — they work without problems, and Cloudflare has assigned different proxying IP addresses for them. This issue is entirely on Cloudflare’s side and cannot be resolved without Cloudflare’s intervention. The simplest solution would be to change the proxy server that Cloudflare automatically assigned. Since there is no such option in the Cloudflare settings, I tried several solutions I found online: Disabled proxying for 1-2 hours and re-enabled it — didn’t work; Cloudflare assigned the same IP. Completely removed the domain and added it again — also didn’t work; the same problematic IP 188.114.96.1 was assigned. How can I change this problematic IP? Is there any way Cloudflare can help resolve this issue on their side without paying €200 per month for premium support?

You can’t, otherwise the site that has caused the blocking on that IP address will do the same and then more IP addresses will be blocked.

Generally once it’s seen that blocking the IP address of any CDN has a wider impact it is soon stopped. See here…

I’ve tried a huge number of different settings and options. Mostly, I tried solving the issue via a Workers script.
However, I still couldn’t get the main domain to open without proxying in Russia.
There is a solution using Workers to redirect users from Russia to a subdomain, for example ru. excurzilla.com, but obviously that’s not the best option.
Eventually, enabling the paid “Argo Smart Routing” feature did the trick.

Right after enabling it, the A record of Cloudflare’s proxy server changed to a different IP address.
Accessibility checks passed for all regions.
