I have to change my domain name on my website and I cant see how to do this via without needing to delete my account when im half way through a billing cycle?
What do you mean by change domain name? Like, from example1.com to example2.com? If so, then you need to purchase example2.com

Yes my domain has been spammed out and I need to start fresh. I was hoping i could just delete the old domain on Cloudflare and add a new one instead of having to cancel and pay again because all the SEO company set up all my settings which I will loose
Cloudflare won’t allow swapping in a domain as a replacement for an existing one. You will have to add the second domain, then transfer all the settings over.
As for the billing side, your best bet is to open a billing ticket here: https://dash.cloudflare.com/?to=/:account/support
