You’ll probably see that for static files. You definitely don’t want it for regular pages unless you’re using WordPress and Cloudflare’s APO.
Even my static pages like terms and conditions with my footer are not getting HIT what should do I about it ?

You can create a Page Rule for that page: Match example.com/tos/
and add a couple of Settings: Cache Level (Everything) and Edge Cache TTL (5 days)
