I have a question regarding the free plan with Cloudflare, is the free plan will provide CDN from all the servers located in the world (250 servers), or do I need to go pro to get the CDN delivered from all the Cloudflare servers?

Except for the Chinese servers, yes. However, there may be instances where certain PoPs won’t be enabled for the Free plan. Essentially, the more you pay the more you have a guarantee to use all PoPs, but generally speaking there is no hard limit on PoPs, except for China.
