I am building a mobile chat app and am hosting my images on wasabi. I wanted to use the Cloudflare CDN to distribute the images. Just wanted to make sure I am within the terms of use before I commit to using it. And would also like to know what and if there are any bandwidth charges that I should be aware of.

We can’t give you any guarantees, but I’m pretty sure you’re violating at least the spirit of ToS 2.8, and most likely the literal interpretation as well.
For what you’re after, I suggest a pay-for CDN, like BunnyCDN or KeyCDN.
