I’ve bought a new domain name but can’t finish its setup

I think someone pre-owe it on the cloudflare and now system is glitching and demanding to pay someones bill.
There is no any response from the support more than 3 days
Based on the error, it appears that the previous owner of the domain has an outstanding balance on their account that has not yet been fully settled. The case is currently in the Billing queue, and our Billing team will review it and provide updates or further instructions directly through your case.
