Try creating a new website from cloudflare pages dashboard. It will get stuck forever.

Thank you for reaching out to us. Is the issue still occurring? If so, does the issue occur on a Super Administrator account? This may be due to permissions on your account.

I’m afraid at the moment, users with Worker Admin role are unable to create pages projects. At the moment, only users with Zone Edit permissions can create pages projects

As a workaround, you can get Zone Edit permissions to create the pages projects yourself or please have a user with Zone Edit permissions create the required pages projects.
