Welcome to the Cloudflare Community. 
Clicking Cancel does something. It cancels the subscription change dialog.
If you are trying to change from a Pro subscription to a Free plan, you do not want to click Cancel in your first screenshot. That will cancel the plan change! You want need to click Confirm to complete the change in subscription.
It seems (from the screenshot) the “Confirm” button is inactive.

To contact the billing team, please submit a new support request from your Cloudflare account directly through the Cloudflare dashboard. Visit https://dash.cloudflare.com/?to=/:account/support and choose Billing. Please share your ticket number here so that we can track it.
