Can't access WAF to block Countries on free account

What is the issue you’re encountering

Everyone keeps saying you can block countries on free account and I believe them, however, I cannot find that setting. Under WAF it tells me I have to upgrade my account. Photo below. I just started with Cloudflare so maybe that’s the reason.

That’s the account-level WAF. You need to go into your Websites → Security → WAF to add a Custom Rule.
