May I ask have you tried reaching out to your Partner provider of your Cloudflare package/plans about this case in the meantime?
They should be able to allow you to upgrade your zone(s). Otherwise, if not, Cloudflare will reach out on the ticket(s) for help as well.

Hey, thanks for the answer. In fact, We are the partner under the Agencies program. We can only upgrade the zones in our main account/tenant, all other tenants (created for our clients) have the issue. Please note We were able to do upgrades in the past.
