Hi there,
Please browse to Manage Account > Billing and under “Invoices and documents” you will have the unpaid invoices. Click them and then click “Pay Online”

Almost.
Scroll down and press the invoice marked as Unpaid to download it, then open the invoice and click the link to pay. See if that works.

Check you PayPal account for explanation on why the payment failed.
Alternatively add you CC directly as a payment method. The fact that you have the primary payment method and secondary set to the same PayPal account is not helping since when it fails the 1st one it will surely fail the 2nd one also.
