Cannot downgrade Cloudflare Worker

After removing all workers and KV namespaces, I still cannot cancel the Cloudflare Worker Paid subscription

Checking your user account I am not seeing that there are any subscriptions associated, is there another user in this account that is the super administrator the account? If so they should have the proper access to cancel any subscriptions.
