I have the same issue.
I can view my previous tickets, but when I try to ‘submit a request’ (which links to hxxps://dash.Cloudflare.com/redirect?account=support), I just end up back at the dashboard.
I need to submit a ticket urgently but am unable to.
Still ongoing. Cannot submit a ticket. Domain about to be deleted from registry.
Can you try now to see if you can create a ticket? If not, can you try incognito mode and/or a different browser? I noticed you had an issue in January that I think was firefox related…was this the same issue you are facing now?

no, this time I have all firefox tracking/blocking features disabled for both domains.
note: the domains will be deleted at the registry within 1 day. ‘I’m not happy’.
