What steps have you taken to resolve the issue?

What are the steps to reproduce the issue?

1. Log into Cloudflare dashboard
2. Click “Add a Site” or “+” button
3. Choose “Add existing domain” option
4. Enter domain name: farmasi-id.com
5. Select “Free” plan from available plan options
6. The system displays an error message: “You cannot add or modify subscriptions or services until the outstanding balance is paid. You should be able to do so in your Billing page.”
7. Check Billing page showing, since I’m using free plan, there should be no unpaid invoice.
8. Unable to proceed with adding existing domain on Free plan despite no unpaid invoice status.

The error message occurs because the domain you attempted to add previously has an outstanding balance. To address this issue, you will need to open a Billing ticket here: https://dash.cloudflare.com/?to=/:account/support
