When trying to add a custom HTML in Zaraz I get the mentioned error

Tried multiple approaches, log out log in, wait 24 hours
What are the steps to reproduce the issue?
When trying to add custom html via Zaraz using ‘add new tool’ I can go through all the steps. When I get to the final step and click save the window closes and I get a red error notice in the bottom of the screen saying ‘Bad Request: validation error: invalid or missing ‘permissions’ value in tool PCsR’. Those last 4 letters seem to change every time. Bad Request: validation error: invalid or missing ‘permissions’ value in tool CEdC
