I agree with the people above. In Russia, because of the activities of the RKN, sites are inaccessible due to the ECH, but the fact is that on free tariffs it cannot be turned off, which means that a huge number of sites are inaccessible.
To paraphrase my own words: ECH is blocked in Russia.

Recently, Roskomnadzor started blocking ECH connections, which has made my website inaccessible for users with Russian IP addresses. Cloudflare support suggested that I disable ECH by going to SSL > Edge Certificates in the dashboard, but I cannot find the option to disable it. It seems like this setting may not be available on my current plan, but the documentation doesn’t specify which plans support this feature

I just faced same issue. Please upgrade to the Pro Plan 25$ monthly for your website, after that you will see ECH setting in SSL/TLS->Edge Certificates.
On default it will be OFF.
That’s what worked for me.
RKN is hated.

Might depend on the Cloudflare plan type which we’re using for a zone as stated here, seems currently we cannot if we’re using Free plan type:
