What are the steps to reproduce the issue?

Go to Manage Account > Billing > Payment.
When I try to add a payment method using PayPal or a credit card, I receive two messages:

A green message saying “Payment method added.”
A red message saying “Add a payment method to the account. The specified account does not have a payment method.”

I have been trying to renew my domain for months and it is going to expire in a few days.
