Can not adding domain (just buy)

I have buyed domain at NameCheap. It’s actived. But when I add domain it CloudFlare (CF), I get errors “mydomain is not a registered domain”
After 5 adding, I get errors from CF “This web property is temporarily restricted from being added to Cloudflare at this time. Please try again later, or contact Cloudflare Support with any questions.”
How to unrestrict my domain? Can someone help?

But It has not been resolved.
First, My domain (My website) is new and do not content phishing/malware.
Second, I have email to [email protected] but Cloudflare Support Team (Bot) said that:
