Can not add domain (valid error)

Trying to add domain active domain - olympic.kg
and getting error - Please enter a valid domain
After several tries - You attempted to add this domain too many times within a short period. Wait at least 3 hours and try adding it again. If the error persists, contact Cloudflare Support.

Y, that is a normal message.

That domain has never been on cloudflare yet shows Burt & Gene nameservers in one location, DNS Propagation Checker - Global DNS Testing Tool and whois shows the same

BURT.NS.CLOUDFLARE.COM 
GENE.NS.CLOUDFLARE.COM 

Those are the same 2 nameservers assigned to another website in your account. You need to contact your domain registrar and ask them to revert the nameservers back to their default, then add the website to cloudflare, then change the nameservers to the two for that domain.

There is no logic in it.
I’ve tried adding domain when I had old NS, and then I changed them to
BURT.NS. and GENE.NS.
and every time cloudflare whould show error - Please enter a valid domain

From what cloonan describes, this domain should not have Cloudflare name servers set for it.

It’s not active on Cloudflare, and it’s not letting you add it to your domain. Something is definitely wrong with your WHOIS records, since they should not have anything about Cloudflare yet.
