If you are referring to domain registration, the answer is no, there are no refunds.
3.1 Fees. You shall pay Cloudflare the applicable fees for the Registrar Services (“Registrar Fees”) prior to the registration or renewal of a domain. All payment obligations are non-cancellable and non-revocable, and all amounts paid are non-refundable. You agree to pay any and all prices and fees due for Registrar Services purchased or obtained from Cloudflare at the time you order the Registrar Services, unless set forth otherwise in your Enterprise Subscription Agreement Order Form or Insertion Order. You acknowledge and agree that you may be charged Value Added Tax, Goods and Services Tax, or other localized fees and/or taxes, based on your bank and/or billing address.

I saw someone say that domain names can be refunded within 7 days, right? In addition, if it is determined that it cannot be returned, how to bind it to another Cloudflare account
I don’t know, but I would not count on it since the legal terms indicate otherwise.
Domains currently cannot be transferred between Cloudflare accounts without first transferring to another registrar. Due to ICANN policies that prohibit transfer within the first sixty days of registration, the domain will not be able to transfer out until that time has elapsed. There is a high probability that the receiving registrar will have a similar sixty transfer-lock before the domain can transferred to another Cloudflare account. This makes the process take at least one hundred twenty days. It is preferable to purchase the correct domain with the desired account from the onset.
