Only Super Administrators are allowed to purchase domains. This seems to be a recent change because our Administrator user was able to purchase domains before. Is there a way to re-enable purchases for non-Super Administrator users?

Could it be your Administrator user previously purchased the domain into their own account (of which they are a Super Administrar) and not into the shared account?
As far as I’m aware, billing and purchases have always been limited to the Super Administrator role. See the various roles and their capabilities here:

It shouldn’t be. We had this setup for awhile now and they purchased multiple domains (more than 20) before the recent issue.
