I have read online that it is currently not possible to transfer or register a domain with a ccTLD through Cloudflare. However, I am wondering if it is possible to add a ccTLD to the Cloudflare Dashboard solely for management purposes.

Yes, you can delegate your nameservers to Cloudflare for any domain regardless of its TLD. This is a part of the core product offering, Registrar is completely separate.

Cloudflare registrar had support for a limited number of ccTLDs, although it is not currently one of them. You can view all TLDs supported by Cloudflare registrar here at the link below. Any supported ccTLD will be on the list.
