Mobile Style Shert Cashing

What are the steps to reproduce the issue?

We currently started with Cloudflare and are very happy. But we saw, that our PHP Files (HTML) are not cashed (still dynamic). Our content is realy static. Now I set up a caching rule. The problem is that we have a desktop/mobile switch in our PHP to load a mobile CSS file. So if I cache the PHP, the mobile CSS is not used on mobile. This sounds unsolvable or do you have any idea?
