Cache not working as expected

We have content that was updated on 4/25, as of this morning, the content was still the pre 4/25 version. I manually cleared cache and the content was updated. We are on a free plan and have no rules prior to today. I just added a rule to exclude specific file extensions as I was concerned we had potentially hit a max cache issue. Any ideas?

You have a page rule setting cache TLL to 2419200, so it’s only natural that only after 28 days the cache will clear on it’s own.
Either reduce this TLL, or the alternative will be to manually purge the cache on each change.
