How can I configure caching and returning 304 status for site.ru/page/ format files? This is not a directory, but a text/html file type

It seems that I configured the caching correctly, but I can’t understand one thing … On the Percent Cached graph, it is always almost 0%, is this the way it should be, or did I do something wrong? And as I understand it, in the case of properly configured caching, files and pages should be sent from the server closest to me, but for some reason while in Russia, files are sent to me from the US IP address 104.25.189.94
