I want to contact online chat support on cloudflare with Business account, but it says that I need to upgrate to Business.
What steps have you taken to resolve the issue?
I just bought a business plan and went to the support page and there is still a blue button Upgrade to Biz.

May I ask if you could confirm you do see Business plan active already for your zone under the Manage Account → Billing → Subscriptions? 
May ask if below instructions would help in your case as well?
