What is the issue you’re encountering

The Transform Rules page shows that I have used “0 out of 10” Transform rules active but in the “Modify Request Header” section, it says “You have used 0 out of 0 available rules.”. When I try to create a Modify Request Header rule, it doesn’t get activated. It says dimmed and the label says “You have used 1 out of 0 available rules.”

What steps have you taken to resolve the issue?

Deleted the existing rules and tried to create new ones

What are the steps to reproduce the issue?

1. Make sure you have available Transform Rules
2. Try to create an activate an Modify Request Header Rule

There was a bad update that was rolled back. This should be fixed now, works fine on my end (the whole available rules part is just gone). You may need to clear cache/hard refresh though.
