Browser cache on iPad/Safari

So I run this metanews website.
It’s growing, we publish article few times a day.
But some of us - after publishing a new article - just don’t see latest article on homepage.
I set the homepage browser cache TTL to 5 minutes.
The HTML cached version (by wp-rocket) is correct - it contains latest article.
Majority of browser do fetch the correct version of homepage, but few browsers seem to ignore
cache-control: public, max-age=300
and display the page from cache.

What can be the problem here?

And it’s always the case that after 30-60 minutes those reported browsers finally are getting their cache refreshed.
