Cloudflare updated the Terms of Service on Dec 3, 2024 to explicitly call out that proxy services, like a VPN service, are prohibited from running on Cloudflare’s network unless explicitly approved.
If you are looking to use Cloudflare’s network to privately and securely connect to the Internet, Cloudflare makes a free VPN product available to any user that already runs on Cloudflare’s network - Cloudflare WARP. Users can download it and begin connecting through Cloudflare at no cost on every major operating system.
2.2.1 Restrictions
Unless otherwise expressly permitted in writing by Cloudflare, you will not and you have no right to:
(a) rent, lease, loan, export, or sell access to the Services to any third party, or sign up for the Services on behalf of a third party;
…
(i) use the Services to store or transmit any “protected health information” as that term is defined in 45 C.F.R. 160.103 without Cloudflare’s written consent; or
(j) use the Services to provide a virtual private network or other similar proxy services.
