Cloudflare updated the Terms of Service on Dec 3, 2024 to explicitly call out that proxy services, like a VPN service, are prohibited from running on Cloudflare’s network unless explicitly approved.

Could we regard the word “provide” as offering others proxy or VPN services that established through Cloudflare Network. What if the proxy is limited to personal usage? Since the WARP has been thoroughly banned by China GFW, the Chinese civils have to turn to other anti censorship tools to obtain the security that WARP provides.
