I don’t understand the problem. That website is not using Cloudflare, and that is not a Cloudflare error message.

is Incapsula. Incapusla is not an end user proxy, it is a website proxy similar to Cloudflare. If a user is using a VPN to access the internet from another country/ location the user’s true IP address would not be visible to either service.
