It can prevent access! But when I use the proxy IP to access the website, it failed!

I don’t understand the problem. That website is not using Cloudflare, and that is not a Cloudflare error message.
211.106.132.202 is in China and 45.60.15.207 is Incapsula. Incapusla is not an end user proxy, it is a website proxy similar to Cloudflare. If a user is using a VPN to access the internet from another country/ location the user’s true IP address would not be visible to either service.
