This is a security configuration defined by the site owner. You need to reach out to him, Cloudflare does not control that.
No, I own this subnet, I have checked the configurations and I am unable to connect to ANY Cloudflare Network, eg 1.1.1.1 or any other IP/Domain. Cloudflare has blocked this network without any notification.
The fact that you own that network does not negate what I wrote.

However, this times out way before Cloudflare, so this probably won’t be a Cloudflare issue, but rather something on your ISP’s end or maybe their routing/peering to/with Cloudflare.
I have tested a IP outside of this subnet running through the same configuration and ISP without any issues
The ISP has also confirmed that they arent the issue, absolutely no connectivity is possible towards Cloudflares network from the Subnet at all. The ISP is directly peered with Cloudflare so this actually is exactly before connecting to Cloudflare
Fair enough, that looks as if the hop after the 10 address was already Cloudflare. So, you should be routed to the Dutch PoP?
I am not sure you will have much success here on the forum and you best escalate this through your ISP, who is the actual peering partner of Cloudflare.
