@madzenaharriet: If you’re experiencing the same problem, then follow the same advice given earlier: contact the owner of the site you’re trying to access.
Use Google Maps (or the Way Back Machine) to find their email address or social media handles.
Cloudflare provides security tools that site owners use to protect their sites. However, site owners have full control over the configuration of these tools, and ONLY they decide who to let in and who to block. Cloudflare cannot override any site owner’s configuration.
(Think of Cloudflare’s role here as a lock manufacturer. When you get locked out of your office, who do you call? Your office manager, or the plock manufacturer?)
