This is an Epic Games Issue: Epic Games Public Status - Purchase issues in Epic Games Store
Cloudflare is just the vendor they use, but Cloudflare will not override their configuration or anything. I’d wait for that issue to be resolved on their status page, and contact them if you still run into any issues after.
