They (Cloudflare) doesn’t, the site you are visiting is using Cloudflare’s tools to permit/deny certain visitors according to their own settings. For any problem accessing the site you will need to contact the site operators as the block page says.
Are you saying the Allegiant Air tells Cloudflare to block Allegiant Air’s site ?
That site uses Cloudflare (on a partial setup). They will have configured their security settings in a way that is now blocking you. You can contact them and pass them the ray ID from the block page so they can indentify why.

Okay so I guess you’re saying the geniuses at Allegiant use a terrible service called Cloudflare to block their customers from booking flights. Wonderful. May I ask how do I contact Allegiant when I cannot even access the Allegiant website ?

For anyone else blocked by Allegiant Air and Cloudflare while overseas here is the Allegiant Air reply to my Facebook message: “Our site is typically not available outside of North America. We apologize for any frustration this may have caused.” In other words take your money elsewhere. I just booked my flights with American Airlines and Southwest Airlines-neither of which use Cloudflare to block their customers from making purchases.
